Care a stepping stone to custody? The views of children in care on the links between care, offending and custody

Summary: Sets out the experiences of children and young people and reveals risk factors that may lead to offending in the care system such as lack of contact with family or friends, poor relationships with carers or social workers and frequent placement changes.  The report sets out a 7 point plan for policymakers and practitioners designed to enhance those aspects of the care system which have been identified as protective factors against offending which include the use of mentors which recognises the importance of relationships with adults.
